are we doomed to be access depended?

Hi,
let's start with the following : why can't our cell phones, pick any radio access technology out there, and we will get a bill at the end of the month?
think about the following: you bought a new shiny phone, you turned it on...
the device will promote you a question....
which WNO (wireless Network Operator) you would like to join? you will pick one, then once your RSSI (http://en.wikipedia.org/wiki/Received_signal_strength_indication) is below a threshold, boom-ka-boom , the device will switch itself to the best network it can find around...
it will not really matter if this is a WiFi. GSM, CDMA , who knows what....out there, it just pick the best in the area,
then we can also improve this into , which has the best price, or the best speed , or whatever, and for you as a user...it will be always transparent.

who knows maybe, one day we will wake up, and that's exactly what will happened, software based radio, virtual SIM cards, WISPr 2.0 , Hotspot 2.0, LTE , LTE-A, MAPCOM, iFOM , the all amazing soup will come into realty , and the vision of doing everything (...but nothing- this is for a totally different post) will be served to us by our beloved WNO...
